Maj. Gen. Howlett was Deputy Director, U.S. Strategic Command Center for Combating Weapons of Mass Destruction, Defense Threat Reduction Agency, Fort Belvoir, Va. The center integrates and synchronizes Department of Defense efforts to combat weapons of mass destruction in support of U.S. government objectives. General Howlett was commissioned as a second lieutenant through Officer Training School in 1973. The general is a command pilot with more than 7,000 hours supporting airlift and air refueling missions in the C-141 Starlifter and the KC-10 Extender. He is a veteran of operations Desert Shield and Desert Storm. His special assignments include serving as a facilitator for the Air Force Reserve Future Strategic Planning Initiative, Reserve Crisis Action Team officer at 21st Air Force during Operation Desert Shield, and Reserve adviser to the Commander of 21st Air Force. Now retired, he is a pilot for a major airline.
